Established in 2001 as the Peninsula Agency on Aging Foundation, the Foundation was created by the Peninsula Agency on Aging Board of Directors with a clear vision: to establish a permanent philanthropic partner that would strengthen and sustain the organization's mission for generations to come. The Board recognized that while public funding would always play a critical role in supporting services for older adults, it alone could not meet the growing and evolving needs of the communities PAA serves. By creating the Foundation, they established a vehicle through which individuals, families, businesses, and community partners could invest in innovative programs, respond to emerging needs, and ensure the long-term financial sustainability of Peninsula Agency on Aging.
For more than two decades, the Foundation quietly supports the mission of Peninsula Agency on Aging by encouraging charitable giving and providing flexible resources to enhance programs and services that improve the lives of older adults and caregivers throughout the Virginia Peninsula.
In 2025, following the retirement of longtime President and CEO William "Bill" S. Massey after more than 40 years of leadership, the Board of Directors voted to rename the Peninsula Agency on Aging Foundation the William S. Massey Foundation.
William S. Massey Foundation is to support the Peninsula Agency on Aging, Inc. in providing better service to older adults and their caregivers by attracting diverse funding sources and making such charitable grants and gifts as appropriate.
